Why not make it a condition of every new building permit issued that the property must include a rainwater collection system...size dependent on the size of the property? This would be a drop in the bucket (no pun intended) to the overall cost of building a home. Perhaps also increase the subsidy for those wishing to add a tank to an existing home. Surely this would less expensive and more effective than endless studies.
